I think the pointy boots are because they were motorcycle cops.
But regardless, they aren't gonna get anywhere if they don't take it off the stand….
Top one is a flare gun. More interestingly, I think the forward facing, frame mounted rifle is a Trapdoor Springfield, as is the one in the 2nd row of rear facing guns, on the bike's right side. Same with the one on the bike's far rear-left. Looks like rear facing, bike's left side, center, is a single barrel shotgun. At least, I see no evidence of double triggers on that one.
Enough about the armement itself though. What's more important is that bike is demonstrably more tactical than any wheelbarrow, ever.

Agree that top one looks like a pyro pistol (flare gun).
TEN! longguns. Are some of them muzzle loaders? Look like ramrods under some. Exposed hammers on some, can't tell if flintlock type.
What the heck is that large bullet shaped thing between the revolvers?
Why are the fenders so high off the tires? I'm not seeing any suspension that would require it. Just bizarre looking bike.
